Resolved Question: Need help identifiying a book?

back in the 90's i read a weird submarine book. Please help me name this if you can. I dont rememeber what their mission was, but here's waht i do rememeber. A group of terrorists or militia or something take control of a Washington State ferry and head towards the sub base close to seatle. i think they capture a missile sub but might be wrong. However they intend to tow it out of the area. so using the ferry they litteraly toe this giant sub down hood canal and other areas.
